Vinegar or metal polish that specifies aluminum. You don’t want anything to caustic and you definitely don’t want something abrasive like an SOS pad. If you want an added layer of protection you can get it anodized in a variety of colors
It probably needs an aluminum acid cleaner to remove all the oils. Then it can be polished.
Take it to a metal polishing shop and they can do it for you. You might be better off buying a new, polished timing cover from Jegs or Summit Racing instead of screwing around with the one you have now.
I hope you took it off the car? First you have to degrease it. Then start by using 400 grit sandpaper & WD40. Work your way up to 1000 grit.
Clean thoroughly to remove all grit.
Then move to a rag wheel with some red rouge polish.
If you don’t know what I’m talking about then go buy a chrome one and get it over with.
See if you can get any of the oil and grease off with brake clean and a stiff parts cleaning brush and then get some aluminum polish and use a polishing wheel in a die grinder. You can get the polishing wheel from most parts stores.
If it’s still smooth you can try "Mothers" Mag & Aluminum Polish. You can also use "Never-dull". That’s what we use on the aluminum on crew boats.
